Abstract The Decree of the President of Ukraine of 25 September 2015 No. 501/2015 “On Approval of the National Human Rights Strategy of Ukraine” and the Regulation of the Cabinet of Ministers of Ukraine of 23 November 2015 No. 1393-р “On Approval of the Action Plan to Implement the National Human Rights Strategy of Ukraine by 2020” state the introduction of a mandatory course “The Basics of International Humanitarian Law”, elaboration of course materials and development of recommendations on international humanitarian law for peacekeeping operations. Thus, abiding by the norms of international humanitarian law is the demand in today’s world, the natural stage of ongoing changes, and, at the same time, the evidence of a need to elaborate relevant legal norms that is determined by the shift to a new concept of development, which would ensure the unification of different doctrines of international humanitarian law, codified norms with stable humanitarian tradition.
The purpose of the article is to determine the effectiveness of international humanitarian legal norms at international and national levels and their introduction into the training curriculum.
To reach this goal, the history of various international humanitarian doctrines was studied: law of war (law of armed conflicts), traditional international humanitarian law, new doctrine “law of humanity”. The necessity to implement this law into national legislation and to introduce the new concept of humanitarian law teaching was grounded.
It has been concluded that military prosecutors must study the international humanitarian law especially under the armed conflict lasting in the east of Ukraine.
